Money Eater Sperse.inc Shiv Kapoor – CEO and So called President

just wanted to bring into your notice that CEO of Shiv KapoorSperse Inc. 516-717-5533 is eating my money for the work i had done. Despite of sending and requesting for the money $1000 he is defaulting it for last 3 weeks, whenever is ask for money he says i have some problem with my paypal, and unable to pay money throgh western union.
This is last communication i had received from him on 04th July 09 ” you can do whatever you wish to do, under the american law you are not supposed to work prior to payment. So nobody will believe you but i will get free marketing which i will sincerely appreciate. Also you can waste your money on PR.com and post about my site i can see if i have any coupons left that you can use“ looking at the conversation you can make out he is intentionally not ready to pay me…..despite of several soft and humble request….
I think this the best example of CEO s in US ( Trust and Bretraying)…or he is spoiling the image of CEO in US. So friends such a person for just $1000 he is trying to play around with me for last 3 weeks
I just wanted what i can do, i have all the supporting mail, chat converation stating payment promise and work completion.
So, please suggest me what to be done…also i request everybody who so ever is involved with Sperse.Co In in any way…please keep distance with Shiv Kapoor CEO and So called President of Sperse.com
Can Some one adivse me what can be done ?
If required i can produce all the communication had with Shiv Kaporr during last 2 months.
